Professor Rachel E D Yould
Editor-in-Chief, Oxford International Review
Professor Rachel Yould has overseen the transformation of Oxford International Review (OIR) from an annual volume distributed among a small cadre of scholars and world leaders to a publication of global influence and renown available to the public.
In addition to her responsibilities as Editor-in-Chief for OIR, Yould serves as Professor at the Graduate School of Media and Governance, Keio University, Japan, where she promotes the attainment of robust media communities through research and training in emergent media outlets through the application of new Internet technologies. She is also Director of the Program on ICTs, Critical Infrastructure, and Global Security at the International Institute for Strategic Studies. Her research advances the development of international science and technology policy, with an emphasis on cross-national comparative studies of the Internet, government-sponsored information infrastructure initiatives, and data standards development. She offers briefings and lectures widely on network infrastructure in Asia and the Middle East and serves on the faculty of several major universities worldwide.
As a journalist, Professor Yould covered international transition and conflict in Asia for two major US publications: USA Today and the San Francisco Chronicle. Through a five-month appointment in China and Hong Kong she covered events such as the Hong Kong Handover to China in 1997. She also has served as a primary reporter for active conflicts in Central Asia and reported on the 50th anniversary of Indian independence. Author of “Beyond the American Fortress: Understanding Homeland Security in the Information Age,” which appeared in Bombs & Bandwidth (Robert Latham, ed.), Professor Yould has published myriad articles in both English and Japanese academic journals and two classified monograph series on issues pertaining to critical infrastructure. She recently served as one of six appointed experts contributing to a Philips Design Research Report on disparate trends in network development and applications.
Professor Yould’s journalistic work is enriched by experience gained in the US Government and as a researcher. She previously served as Acting Japan Desk Officer for International and Commercial Programs at the US Department of Defense, in which capacity she was a member of the American delegation to the US-Japan Defense Guidelines and Okinawa Heliport negotiations. She has conducted research and academic training as a Rhodes Scholar, Fulbright Scholar, and Truman Scholar and is currently the only individual to serve on selection panels for all three.
Professor Yould completed her undergraduate degree at Stanford University and her graduate studies at the University of Oxford-Christ Church. She currently resides in Yokohama, Japan.
